Cheer/Drill/Band/Spectators
1. Drill team members and up to thirty (30) cheerleaders in uniform with advisor will be admitted to the game without charge. Each group must have an advisor present during performances.
2. There are to be NO signs or derogatory/obscene cheers. Region IV supports cheering for your own team and not against the opposing team. No singling out individuals or heckling, etc., (including parents, referees, players, etc).
3. Megaphones are to be used only by official cheerleaders for communication with cheering sections only in football. There will not be megaphones allowed in the gymnasium during competition.
4. Cheerleaders are to refrain from conducting cheers during free throw shooting.
5. Placement of Pep Squad, Cheerleaders and Drill Team and visiting fans is at the discretion of the host school. Shared time on the court needs to be coordinated between Captains prior to games.
6. Only cheerleaders are allowed on the court or field for cheers, activities or demonstrations unless specifically sponsored by the host school administration.
7. Cheerleaders will observe all state or district guidelines for pyramids and stunting.
8. Football half-time: Performing groups have ten (10) minutes which includes time to get on and off the field. Exceptions can be made by mutual agreement for special occasions.
9. Basketball half-time: Maximum of seven (7) minutes for half-time entertainment which includes time to get on and off the floor. Exceptions can be made by mutual agreement for special occasions.
10. Drill teams will perform only at home games unless by mutual agreement with the host school.
11. Pep band will be provided by the host school only. Exceptions by mutual agreement. During basketball games, pep bands are to play during regulation time-outs, quarters and half-time only. An advisor must always be present if a band is to perform. Drums are to play only as part of the pep band or as accompaniment to a cheer by the cheerleaders
12. In the event of a play-in game for a tournament slot, both participating schools may bring a pep band and drill team. Both drill teams may perform at half time if desired.
Prohibitions
13. Noise makers of any type are not allowed at any event (i.e. air horns, drums, bells, whistles, duck calls, etc.). Drums are to be used only as part of the pep band, before the game, at the end of each quarter, at half-time and official time-outs.
14. No negative banners or posters of any nature will be displayed in the area of competition. Only constructive, positive signs and posters may be used.
15. No physical contact is allowed between opposing schools' mascots.
16. Fans in the student section are not allowed to sit on the front row or stand on the floor in the gymnasium. Bouncing on the bleachers is at the discretion of the home school.
17. Shirts must be worn at all times.
18. The throwing of any objects, including confetti, torn paper scraps, crepe paper, toilet tissue, mini-balls, frisbees, etc. by spectators will not be allowed at indoor athletic events. (Violating schools may be fined). Promotional events may be allowed at the discretion of the home school.
19. The use of laser pointers is forbidden at all region events. The laser pointer will be confiscated and the spectator will be ejected from the event.
20. Moratorium: No practices or games may be scheduled during the officially established moratorium dates. A fine may be assessed to the offending school or directly to the coach if there is a violation as well as reported to the UHSAA.
21. Breach of Contract: In the case of breach the Region Board of Managers shall have the authority to assess a penalty not to exceed $1,000 for penalty, plus costs as determined by the Region Board of Managers against the offending coach and/or school. This includes non-region competitions at all levels of play.
22. Spectators are not allowed on playing fields or courts at anytime, including halftimes and before and between games. After the game, no one will be allowed on the floor or field until visiting teams and officials have safely exited.
Sportsmanship
23. A well-planned flag ceremony should be encouraged prior to the start of the event.
24. Coaches are responsible for the conduct of their athletes. No team or individual activity will be conducted to belittle or humiliate opponents, including organized post-game demonstrations on an opponent's floor or field. Infractions will be referred to the Region IV Board of Managers for appropriate action.
25. Each student body is to exhibit good sportsmanship. The administrators and advisors are, in the interest of proper education, to stress positive sportsmanship and do all in their power to eliminate booing, catcalls or unsportsmanlike behavior. Schools are encouraged to read a sportsmanship statement at all varsity athletic activities (example below):
Good evening ladies and gentlemen; welcome to today's contest between (visiting team/mascot) and (host school/mascot). On behalf of the faculty, staff and student body of (host school) we remind you that the ideals of good sportsmanship are a major part of this contest. Each of us should make every effort to promote this goal. Please stand and remove your hats for the presentation of colors.
Activity should remain suspended until flag ceremony is over including ticket and concession sales and entry to event.
26. For all varsity events, the host school will provide someone to meet the bus and direct the visiting team to the locker room. Dressing rooms should be appropriately prepared for visiting teams with a clean area, lockers, showers, taping tables and chalkboards.
27. A key or a representative with a key will be provided for the visiting team for access to the dressing room. If a key is issued, the visiting team must return it to the head coach or athletic director of the host school before departure.
28. All dressing room facilities must be left in a clean and orderly manner. The visiting head coach will check facilities prior to departure of visiting team and report violations to the host administrators.
Eligibility
29. Only full time students (6 academic periods) may be considered eligible to compete in interscholastic competition as deemed by the school district. Exceptions include alternative school eligibility and home/private school student participation.
30. Students must earn a minimum of 2.0 GPA in the grading period previous to participation. Students also cannot fail more than one subject in the proceeding grading period.
31. To establish academic eligibility for 1st term of a new school year, 4th term grade deficiencies must be made up in the same subject area by attending summer school, night school or by any other method acceptable to and by the deadline set by the School District.
32. During the school year (2nd, 3rd and 4th terms), make up can only be done during the next quarter. For example, a student who fails multiple classes1st term cannot do alternative school to make up the class and become eligible prior to the end of 2nd term.
33. Eligibility will be determined on the day grades are posted.
34. An Incomplete (I), no grade (NG), and no credits (NC) are considered failures (F) until made up.
Scheduling
35. All officials (varsity, junior varsity and sophomore) will be arbited by the UHSAA. Any approved changes must be called in to the UHSAA office.
36. Unless there are more than 50% of Region IV schools participating in UHSAA sanctioned activities, the Region will not sponsor that event.
37. In case of calendar scheduling conflicts, region and varsity events take precedence over non-region events, non-varsity and practice in other activities.
38. Tournament entries will be determined by the win/loss record in Region play. In the event of a tie between teams qualified for state tournament positions (the inter-region play-in game is considered a seed for the state tournament). The seed will be determined by the win/loss record between the teams involved. If they split, the seed will be determined by head to head records against the team with the highest finish (Region Champion). If that does not break the tie, success against the next highest finisher will be compared. This process will continue on down in attempt to break the tie. If the tie is still not broken by this procedure, teams will conduct a coin toss to determine seeding.
Coin Toss Procedure: A representative from each of the involved schools and the region representative over the activity or his/her designee must be present. In the case of two teams, one coin is flipped by the region representative after one school has called a side. The winner of the flip gets the higher seed. In the case of three schools, each school’s representative flips a coin simultaneously until an “odd” outcome is determined (one coin not matching the other two). The “odd” school gets highest seed and the remaining two teams conduct a two team coin flip to determine remaining seeds. Note: See guidelines B and C below for specific coin toss procedures for possible entry or non-entry scenarios.
In the event of any tie that would determine entry or non-entry to the tournament, play-offs will be held with the following guidelines:
a. If there is a tie between two teams with one available tournament slot, they will play each other with the winner earning the tournament entry. A coin toss will occur to determine home field for outdoor events while a neutral site will be utilized for indoor events. b. If there are three teams tied for one available tournament entry slot, a three way coin flip will be held. The “odd” team will have a bye and the other two teams will play. The winner of that game will play the bye team. The winner of that game will then get the tournament entry slot. A coin toss will occur to determine home field for outdoor events while a neutral site will be utilized for indoor events. c. If there are three teams tied for two available spots, there will be a three-way coin flip; “odd team gets the higher seed” (lowest in number: 2 being lower than 3, 3 being lower than 4); the other two teams play for the remaining state tournament seed. A coin toss will occur to determine home field for outdoor events while a neutral site will be utilized for indoor events. *The inter-region play-in game is considered a seed for the state tournament d. In the event of a tie involving more than three teams, the Region Board of Managers will determine an acceptable tie breaking procedure. The administrator (with responsibility for the event as listed on Page 2 of the region handbook) will make a proposal for consideration by the entire board. If time constraints do not allow a meeting of the board, a telephone vote on the proposal may be held.
39. A change of time or date of an activity may be affected only through inclement weather or unplayable fields or mutual agreement of both schools’ principals and approval of the Board of Managers. The host school must notify the arbiter of the change in time to notify officials.
Supervision at Region Events
40. Any school hosting a region tournament or dual competition, including sophomore and junior varsity contests, is responsible for providing adequate administrative supervision of the activity.
41. It is the responsibility of the chair of each individual activity to see that region tournaments and meets are planned and well organized with region admission charged, where appropriate (see guideline 46).
42. It is the responsibility of the host school to provide adequate general supervision for the activity. If the host school is not the school of the chair, there should be a clear understanding between the activity chair and the host principal regarding the activity.
Other
43. School administrators who are present at games agree to take immediate, definitive action towards disruptive or unsportsmanlike students or fans.
44. Forfeitures are to be approved by the Region IV Board of Managers. However, during a game the officials have that authority.
45. Admission Fee Schedule: $12.00 = 1 family* $ 4.00 = 1 adult $ 3.00 = 1 student with activity card (including junior high students) $ 3.00 = Students/children under junior high age Free = Senior Citizens 62 and over and children 5 and under when accompanied by an adult = free *Family pass means immediate family living at home.
Tickets will be sold at varsity football; varsity, junior varsity and sophomore volleyball, basketball and wrestling matches at the above region prices. These same prices will also be charged for Region drill, junior varsity and sophomore Region volleyball tournaments and Region volleyball, football or basketball tie-break games.
46. Money from Region tie-break, state play-in or inter-region games will be equally split 4 ways (after expenses and involved schools are compensated) with the participating schools, the host school and the Region.
47. There will be a limit of 100 Region Activity passes issued to each school. The region chair should give region passes to the district administration, transportation department, junior high principals, maintenance department and others deemed necessary.
48. Each school will request the number of Region Activity Passes for student body leaders issued to each school by September 1st. Each school will be responsible for placing student pictures on those passes.
49. Academic All-Region selection will be varsity participants with a 3.7 or higher cumulative GPA. Schools will present their own awards. Region IV Certificates are available for use by the schools.
50. Host schools will provide for someone to meet officials and show them to their dressing rooms both before and after any event. Any misconduct of officials, including failure to show up or tardiness, is to be reported to the region chairperson in charge of the involved activity. A detailed report including names and improper conduct shall be submitted in writing to the UHSAA office and to the arbiter involved.
51. Expenses for seeding meetings may not exceed $9 per person. One representative per school is allowed without prior approval from the Region Board of Managers.
52. The Region will not provide money for any hospitality room except Region wrestling and Region track.
53. Failure to abide by Region rules and/or guidelines may result in the offending school, coach or advisor being disciplined. The Region IV Board of Managers will determine the nature of the discipline.
54. The Appeals Process for perceived violations of Region rules, ethics or fairness is as follows:
a. Attempts to mutually resolve the issue between the involved schools’ representatives. b. Referral to the Region representative over the activity for mediation. c. Referral to the Region Chair to facilitate a Region Board of Managers’ resolution or decision. d. If the above steps do not provide satisfactory results as deemed by the Region Board of Managers, UHSAA mediation and support will be sought to give judgment or direction regarding the matter.
55. All media needs to get prior approval from the principal or designee before broadcasting an event. |
